WBStartup is a Preferences program found in the Prefs drawer that is used to manage which tools and commodities are loaded when Workbench starts up, for example a screen blanker or third party commodity such as AllKeys.
In earlier versions of AmigaOS there was a WBStartup drawer (SYS:WBStartup). AmigaOS 4.1 can still handle this directory, so if preferred you can create this drawer and put the programs you need in there and it will work as with earlier versions of AmigaOS.
